From the public point of view, participatory guarantee systems constitute the fundamental pillars for the construction of ecological municipalities, which will allow local governments to redefine established norms and make changes in the direction of strengthening organic production, better general health of the population, as well as recovery of natural ecosystems. In Bolivia, AOPEB has been working in three municipalities: Caranavi, Achocalla and Caracollo. In the Achocalla and Caranavi municipalities regulations have been developed and issuance of municipal ordinances, which empowers municipalities to implement the Municipal PGS have been made. They have also formed local committees of participatory guarantee systems: the COCEM (Caranavi) and the CGEM (Achocalla), which are composed of producers and most representative consumers of the municipalities. At the level of producer organizations, they are working with 280 families from AFLOPA, ACSHA, MISKIS, ASOCAFE, COOP SAN SALVADOR, and 18 de May. It is estimated that they will have 500 indirect beneficiaries of consumers. The marketing channels that are being used are the local and national Bio-fairs (organic fairs), national school breakfast programs and government procurements.

Los sistemas participativos de garantía desde el punto de vista público, se constituyen en los pilares fundamentales para la construcción de los Municipios Ecológicos, que van a permitir a los gobiernos municipales redefinir los rumbos establecidos, haciendo un virage al fortalecimiento de producción ecológica y la salud integral de la población, como también la recuperación de los ecosistemas naturales. En Bolivia AOPEB viene trabajando en tres municipios: Caranavi, Achocalla y Caracollo. En los municipios de Caranavi y Achocalla se han elaborado los convenios y emisión de las ordenanzas municipales, que facultan a los municipios a implementar los SPG´s Municipales. También se han constituido, los comités locales de garantía participativa COCEM (Caranavi) y el CGEMA (Achocalla), que están conformados por organizaciones de productores y consumidores más representativos de estos municipios. A nivel de las organizaciones de productores se está trabajando con 280 familias de AFLOPA, ACSHA, MISKIS, ASOCAFE, COOP SAN SALVADOR, 18 de Mayo. Se estima tener 500 beneficiarios indirectos que son los consumidores. Las vías de comercialización que se están implementando son las Bioferias locales y nacionales, desayunos escolares y compras estatales.
