PAMOR Indonesia
The majority of organic farmers in Indonesia are small scale farmers for whom it is difficult to obtain third party certification. For this reason, the Indonesian Organic Alliance (IOA) decided, following a participatory workshop in November 2008, to set-up alternative certification system called PAMOR Indonesia (Penjaminan Mutu Organis Indonesia). The PAMOR system functions according to the PGS model. PAMOR certification is allocated for organic products from small scale producers, marketed at the local, regional, and national level in Indonesia. The product range includes fresh and processed products from food plants and horticulture, as well as livestock and fisheries.

Applications for PAMOR Indonesia certification must be made by farmers in groups with a minimum of 5 persons. Before this can happen the farmers group must fulfill the requirements and stipulations for certification set by PAMOR. If an infraction is made by one of the group members then a sanction will be given to the farmer’s group.

There are several steps to implementing the functions and tasks of PAMOR certification. These steps were created to ensure the integrity and reliability of the organic certification system. Each stage shows the level of participation and responsibility expected of the parties involved, with respect to the principles of trust, low cost, easiness, and simplicity.

The PAMOR system is planned to have a 4 level mechanism:
- Farmer level: Farmers are obliged to cooperate in groups or form a group if they want to receive PAMOR certification. Likewise farmers must understand the organic agriculture standards that have been agreed upon in PAMOR and sign a letter of agreement.
- Farmers group level: Farmers groups have the job to check the farmers land and see if the organic standards that have been agreed upon are being carried out correctly or not. Then the group must determine who should receive organic or conversion status and send the inspection results, forms and application to the Regional PAMOR level.
- Regional PAMOR level: Regional PAMOR has the job to check the completeness of documents that are sent by the farmers groups. In addition to this, Regional PAMOR also must perform checks on the farmers groups and send a summary report to the National PAMOR level. Farmers groups that, according to Regional PAMOR qualify to receive PAMOR certification, will be given a certificate and a confirmation number by the National PAMOR.
- National PAMOR level: National PAMOR is the secretariat center for PAMOR Indonesia. The PAMOR national committee is composed of 6 representatives including farmers, consumers, traders, and NGO workers. National PAMOR is responsible for the entirety of the PAMOR program in Indonesia.

The concept has already been piloted in 4 regions in Java Island in Indonesia. By the end of 2009, 28 farmers had been involved in the PGS and 9 farmers had already been certified.
