In 2008 the formation of a group which was to initiate the PGS process was formed. With the counseling assistance of Alter Vida NGO, partners and members of Coronel Oviedo Cooperative Fair aim at using participatory certification as a tool that will enable them continue marketing their products as organic when the Organic Production Act becomes effective.
This group has already formed an ethics committee for the evaluation of the systems and is composed of exhibitors (farmers / producers), co-op technicians, the Extension Department of the Ministry of Agriculture (DEAg), the local municipality and consumers. The development of the regulations and standards of production are still on-going, but they have not yet initiated the process of control between the producers. They are defining the mechanisms and the operational part.
With regards policy and recognition of PGS in Paraguay, Public Law 3481 of the promotion and control of organic production had in principle recognized it in two articles; however, an expression was introduced alongside another and changes the PGS expression and meaning. The term Quality Assurance System – (Spanish-GSTP) was used and this implies more safety and other technical and bureaucratic issues that could not be developed with the participatory certification.
To repair that, it has been predicted in the regulations of the said law, that the controlling entity may enable new guarantee systems that are driven by small producers for the local market. The controlling entity (SENAVE) that is very interested in the success of PGS has agreed to that.

En el 2008 se inició la conformación de un grupo que está iniciando el proceso SPG. Con el asesoramiento de la ONG Alter Vida, los Socios y socias feriantes de la Cooperativa Coronel Oviedo tienen como objetivo contar con la certificación participativa para seguir comercializando sus productos como agroecológicos cuando la Ley de Producción Orgánica entre en vigencia.
Este grupo ya conformó un comité de ética para la evaluación de los sistemas y está integrado por feriantes (productores/productoras); técnicos de la Cooperativa, de la DEAg (departamento de Extensión del Ministerio de Agricultura) del municipio local y consumidoras. Están elaborando el reglamento y las normas de producción, pero todavía no iniciaron un proceso de control entre los productores, están definiendo los mecanismos y la parte operativa.
En lo referente a la parte de normativas y reconocimiento de los SPG en Paraguay, en un principio la Ley 3.481 de Fomento y Control de la Producción Orgánica ya lo reconocían en dos artículos, pero se introdujo una expresión al lado de SGP que cambia la expresión y el sentido. Se utilizó el término Sistema de Garantía de Calidad - SGPC,lo que implica inocuidad y otros aspectos más técnicos y burocráticos que no podría ser desarrollado con la certificación participativa.
Para subsanar eso se ha previsto en el Reglamento de dicha Ley, que la entidad de control podrá habilitar nuevos sistemas de garantías que sean impulsados por pequeños productores para el mercado local. La entidad de control (SENAVE) que está muy interesada en que los SPG salgan adelante, está de acuerdo.
